And from expressions in correspondence between this department and Mr Chisholm Anstey it would appear that this remonstrating was extended generally to the abuses which have been alleged to exist in the Civil Service of Hongkong, and, especially, to the alleged tampering of the Subordinate departments in that Service with the malversation, corruption, and piratical practices of part of the Chinese Community frequenting the colony. I concur with Your Majesty's late Government in considering that
